Tanks at NIOSH?

No, Morgantown is not under martial law, nor is there a siege at the new NIOSH building, seen in the background. For whatever reason, perhaps to scare away potential mad bombers, a tank has been set up across the street from NIOSH as some kind of historical monument. The tank, as far as I know, is non-functional.
